I have an HP laptop with an intel core i5 1135G7 processor. In Task Manager, I often see the processor running at below the base speed of 2.4GHz, and even when I run benchmarks and other compute-intensive workloads, the speed rarely goes over 3 or 3.5 GHz. I have never seen the processor run at 4.2GHz. Why is this?
